State Rep. Paul Holvey is one of the most powerful Democrats in the Oregon House. He got there, in part, because of his close ties to labor unions. So it surprised a lot of people when one of those unions announced it would try to recall Holvey. The result could be a civil war of sorts in his Eugene district later this year.
