President Marcos has approved a five-year National Security Policy (NSP) to address national security challenges faced by the country and harmonize the government’s national security efforts.

On Saturday, Malacañang released Executive Order (EO) No. 37 in which Mr. Marcos approved the NSP 2023-2028. The NSP has not yet been uploaded to the National Security Council (NSC) website.

In the two-page directive dated Aug. 10, the President said the NSP was crafted to “provide guidance and a comprehensive approach to improving security sector governance in order to effectively address national security challenges.”

“There is a need to harmonize the national security efforts of the government and ensure that they are responsive and complementary to the development goals and objectives set forth in the Philippine Development Plan 2023-2028,” the EO said.

It also stressed the need to “align all national security-related strategies” and the plans and programs of government agencies, state-owned firms and local government with the NSP.

The President directed all government agencies and instrumentalities to adopt the NSP in formulating and implementing their security-related strategies and programs.

All sectors of society were “encouraged … to participate in the implementation of the NSP toward achieving a holistic approach to addressing national security issues and priorities.”

The NSC will provide technical assistance and support to government agencies in crafting policies and strategies affecting national security “whenever necessary.”

NSC to monitor implementation

The national security adviser will periodically assess and submit reports to the President and the NSC on the implementation of the NSP.

In addition, the NSC will monitor the implementation of the NSP and propose memoranda, circulars and other orders related to the implementation of the NSP.

During the administration of then President Benigno Aquino III, the government also adopted its NSP 2011-2016.The administration of then President Rodrigo Duterte also approved its NSP 2017-2022.

The Aquino administration’s NSP 2011-2016 was entitled “Securing the Gains of Democracy” and identified two national security goals: promoting internal sociopolitical stability and capacitating the country to exercise full sovereignty over its territory and to provide protection to its maritime and other strategic interests.

For the Duterte administration’s NSP “For the Change and Well-Being of the Filipino People,” it outlined a 12-point national security agenda focused on human and political security, health security, economic and financial security, food and water security, military and border security;

Sociocultural security, environment and disaster security, energy security, maritime and airspace security, international security, informational and cybersecurity, transportation and port security.
