Pope taps Fil-Am economist to Vatican financial intelligence unit

POPE Francis has appointed a Filipino-American economist to the Holy See’s financial intelligence and anti-money laundering unit.

Following his appointment earlier this month, Dr. Roberto Mariano will serve as board member of the Supervisory and Financial Information Authority (Autorità di Supervisione e Informazione Finanziaria or ASIF).

The ASIF is the competent authority of the Vatican City State for the supervision and the regulation aimed at the prevention and countering of money laundering and the financing of terrorism and for the financial intelligence, as well as for the prudential supervision and regulation of those entities that carry out a financial activity on a professional basis. It is a member of the Egmont Group, the global forum that currently brings together the financial intelligence units of 152 countries and jurisdictions, and in the context of which rules and best practices for international collaboration and information exchange are shared.

According to Vatican News, Mariano is “renowned for many of the econometric models he has helped create that are used today as planning and forecasting tools”.

Dr. Mariano was born in the province of Rizal in 1944. He moved to the United States in the 1960s and became a naturalized citizen in 1980.

He is a professor emeritus of economics at the University of Pennsylvania, where he has been with the faculty since 1971. He also once served as undergraduate chairman in the Department of Economics in the said educational institution..

Mariano is also professor emeritus at Singapore Management University where he served as founding Dean of the School of Economics and Vice Provost for Research from 2002 to 2010.

A Fellow of the Econometric Society, Mariano served in editorial boards of international journals in economics and statistics and he has published extensively on econometric methodology in top-tier international journals.

He has been a consultant to multinational institutions, central banks, government agencies, and private companies in Asia and the US, with a focus on econometric methodology and applications.

In a statement, ASIF President Carmelo Barbagallo welcomed Mariano’s appointment, saying that his expertise will be of great service to the financial watchdog agency.

Barbagallo added he was “certain” the economist “will be able to contribute his experience and professionalism for an outstanding fulfilment of the tasks” assigned to ASIF.
